Monarch (君主,   Kunshu?) is a major scientific organization created by Legendary Pictures that plays a substantial role in the MonsterVerse. It is an international, quasi-non-governmental organization that is dedicated to both understanding and defending against Superspecies, mostly Titans. It was founded as a small, covert, research project of the U.S. government but its exact mission and methodologies have constantly evolved.

History

Formation

Monarch was founded in secrecy in around the late 1940s[2] to 1954[3] as a Japanese-American quasi-governmental coalition in order to hunt and study massive unidentified terrestrial organisms (MUTOs). 21st century Monarch figurehead Ishiro Serizawa's father Eiji is described as a "founding father" of the organization.[1]

Monarch was initially staffed primarily by William Randa, Keiko Miura and Lee Shaw, whom had first become aware of the existence of Titans in 1952 when they encountered with the Ion Dragon in the Philippines. One of Monarch's earliest discoveries was a gigantic footprint left by Godzilla, which the aforementioned trio brought to the attention of General Puckett, requesting uranium with the intention of luring Godzilla out of hiding to determine if he was an active threat. These actions led to the Castle Bravo atomic detonation in Bikini Atoll, which was intended to kill Godzilla, despite Keiko and Lee's objections.

In the aftermath, Lee proposed to Puckett that Monarch be given extra funding and resources to expand their staff and construct worldwide outposts to monitor for any more Titans, at which point Puckett granted Monarch an unlimited budget. Lee, Randa, and Keiko also, still dissatisfied with the hasty military response to Godzilla's existence, agreed to keep any further Titan-related discoveries that they felt the military didn't need to know about to themselves, setting up a precedent which the organization would follow for decades afterwards in Monarch-government relations.

1955 to 1959

Military supervision of Monarch was given to Lieutenant Hatch in 1955, after General Puckett became dissatisfied with Shaw. Hatch sought to defund Monarch as he prioritized Soviet sleeper agents over the organization. Lee convinced Keiko and Bill to create a map of confirmed Titan sightings to prove that Monarch was worth it. Through the maps' creation, Bill came up with the Hollow Earth theory that changed everything. Lee presented the entire package to Puckett in a last-ditch effort to save Monarch. Puckett wasn't convinced, which forced Lee to reveal they hadn't killed Godzilla at Bikini Atoll. This revelation cemented Monarch's importance. Lee leveraged his knowledge in exchange for Keiko and William to remain in charge of Monarch.[4]

In 1957, Keiko, Bill, and Lee undertook an expedition to a remote village on the island of Santa Soledad, Chile, and found cave drawings of a Titan called Co-Cai by the villagers who worshiped it.[5] While Bill left to chart the Titan's migratory route, Keiko and Lee remained behind to continue studying the area, where they later witnessed Co-Cai.[6] After Keiko took photos of the Titan, the two were forced to flee from the paranoid villagers and reunited with Bill the next day.[7] As a result of the expedition's success, Monarch was granted additional funding and expanded their operations to three continents by 1958, with their headquarters based in Arlington, Virginia.[8]

In 1959, Keiko, Bill, and Lee traveled to an exploded nuclear power plant in Kazakhstan to prove their Hollow Earth theory. They found embryonic Endoswarmers beneath the bedrock of the plant, more specifically, nearest to where the nuclear reactor exploded. Keiko went to collect genetic samples when she was overwhelmed by freshly hatched Endoswarmers. Lee and Bill tried desperately to save her, but the monsters overwhelmed them and caused Keiko to fall through the .[9]

Operation Hourglass

In 1962, Lee headed a four-person expedition in an attempt to reach the Hollow Earth, titled Operation Hourglass, using a radioactive lure designed by Dr. Suzuki to attract a Titan to stabilize the Vile Vortex. However, the unexpected spacetime distortion tore up the test site and contact with the pod was presumed lost. As a result of this fiasco, the Department of Defense refused to provide more funding to Monarch.[10]

Return to Santa Soledad

By 1968, Monarch, i.e., including Bill, returned to Santa Soledad to watch for signs of Co-Cai's resurgence. Their presence forced the Titan-worshipping cultists to relocate. Ultimately, Monarch lost their patience and abandoned the outpost.[11]

Mission: Skull

In 1973, Monarch collaborated with Landsat to conduct an expedition to an island in the South Pacific called Skull Island after it was discovered via satellite, with William Randa, Houston Brooks, and San Lin representing the organization. Around this time, the organization was nearly bankrupt. Randa also recruited a military squadron headed by Preston Packard as a military escort under the pretext of geological research. During the expedition, Monarch encountered Kong and the various fauna of Skull Island, as well as the Iwi natives and a marooned U.S. Air Force pilot named Hank Marlow, who told them about the rivalry between Kong's species and the deadly Skullcrawlers. At the end of the expedition only a few were lucky to survive following various encounters with some of the island's deadly fauna.

After returning from Skull Island, Brooks and Lin debriefed survivors, James Conrad and Mason Weaver, before presenting them with a slideshow, showing four ominous cave paintings, with each depicting a giant creature.

G-Day

In 1999, Ishirō Serizawa and his assistant Vivienne Graham were sent by Monarch to the Philippines to investigate the cave-in of a mine. There, they discovered the skeleton of another member of Godzilla's species that died long ago and two parasitic spores, one of which had hatched.

The creature that hatched from the spore arrived at the nuclear power plant in Janjira, where it attached itself to the reactor to feed. Monarch quickly quarantined the city to study the creature, codenamed MUTO. In 2014, the MUTO burst free from its cocoon and destroyed Monarch's facilities and flew away. Serizawa and Graham then assisted the U.S. military in tracking and studying the MUTO and Godzilla once he emerged to hunt it.

Serizawa and Graham discover that the MUTO's echolocation is signaling another creature, leading the military to investigate a second spore that was thought to be dormant, in the Yucca Mountain nuclear waste site. A larger, wingless MUTO emerges and attacks Las Vegas, revealing that the first MUTO is male and the second female, using their signals as mating calls. Admiral William Stenz proposes a plan to lure the monsters out to sea with a nuclear warhead and detonate it, but Serizawa disagrees, insisting that only Godzilla can defeat them. The male MUTO snatches the warhead and brings it to the female, who builds a nest in San Francisco. U.S Navy lieutenant, Ford Brody and a strike team parachute into the city to locate the warhead before it detonates. Serizawa remarks Stenz that they have no option left but to let Godzilla and the MUTOs fight.

As Godzilla battles the MUTOs, Ford destroys the nest and disposes of the warhead in the ocean, allowing Godzilla to ultimately defeat the MUTOs before collapsing. The next day, Serizawa and Graham watch in awe as Godzilla awakens and returns to the sea, while the media anointing him the "King of the Monsters".

Jinshin-Mushi

Following G-Day, Monarch went public to become an official worldwide independent organization. In 2014, Godzilla confronted a formidable new adversary, MUTO Prime, in a series of battles that began at a U.S. military base in Guam. The encounters ended in a stalemate, forcing MUTO Prime to retreat underground while a wounded Godzilla returned to the ocean. Monarch determined that MUTO Prime was linked to the death of a creature from Godzilla's lineage, referred to as "Dagon" by ancient civilizations. This creature, infected with parasitic eggs, was later found entombed in a cavern in the Philippines. The discovery in 1999 revealed that the two MUTOs were indeed offspring of MUTO Prime.

Monarch developed a plan to mimic the sonic pulses of MUTO spores to pacify MUTO Prime, which was heading towards the Azores in Portugal. As the operation unfolded, loudspeakers were positioned to emit the pulse while MUTO Prime tunneled beneath. Unfortunately, the attempt failed, resulting in MUTO Prime erupting from the ground and nearly all personnel being killed. In light of the casualties from Dr. Emma Russell's mission, the United Nations Security Council met with Monarch and decided to let MUTO Prime and Godzilla fight, ignoring Monarch's warnings. As MUTO Prime approached a site with decommissioned nuclear submarine cores, Monarch launched a final strategy to assist Godzilla.

Atherton secured the ORCA prototype, a sonar device created by Emma and her ex-husband Mark, and transported it to a facility in Montana. Emma intended to use the underground sonic pulse to trick MUTO Prime into thinking its spores were nearby. When MUTO Prime neared the facility, Godzilla arrived and quickly attacked. Emma and Tarkan Cavusgolu landed in an Osprey to deploy the ORCA. The Titans engaged in a fierce battle, with MUTO Prime delivering a heavy blow to Godzilla. In retaliation, Godzilla fought back, but MUTO Prime's sonic roar shattered his dorsal fins, causing him to falter. Just as MUTO Prime prepared to strike, Emma activated the ORCA, briefly distracting it and allowing Godzilla to recover and throw MUTO Prime onto its back. Harnessing energy from his damaged fins, Godzilla unleashed a powerful atomic pulse, sending MUTO Prime crashing to the ground. As MUTO Prime lay defenseless, Godzilla approached and delivered a decisive stomp to its head. After the fight, the exhausted Godzilla roared victoriously before weakly walking off into the sunset.

Bill Randa's files

One year after Godzilla's battle with the MUTOs in San Francisco, Keiko Randa's siblings, Cate and Kentaro, stumble upon a concealed safe in their father Hiroshi's Tokyo office. They enlist the help of Kentaro's ex-girlfriend, May Olowe-Hewitt, to help decode the contents. Inside, they find a briefcase filled with files belonging to their grandfather, Bill Randa, which contain early Monarch research dating back to the 1950s. Among the documents is intriguing evidence suggesting the existence of a "world within a world." Meanwhile, Monarch field operatives Tim and Michelle Duvall track down the siblings, seeking the decoded files, but Cate, Kentaro, and their friend May manage to escape. On the run, they encounter Shaw, who discloses that the facility is merely a cover for Monarch's Asset Management to keep him confined. He persuades them to flee and follow Hiroshi to his last known whereabouts in Alaska.[12]

The group boards a ferry to Pohang, Korea, where they encounter border guards but receive help from Du-Ho, an old friend of Shaw's, who flies them to Alaska. May Olowe-Hewitt realizes that Hiroshi was tracking Monarch's coordinates. In Alaska, they find the wreckage of Hiroshi's plane and signs of his survival. However, a Frost Vark attacks, killing Du-Ho and destroying the plane.[13] As Monarch detects the creature, the group narrowly escapes, but May suffers from hypothermia after falling into icy water. Kentaro splits from the group and discovers an old radio station that Hiroshi had previously repaired. Understanding that the Frost Vark is attracted to heat, Cate, May, and Shaw create a bonfire to distract it while Kentaro contacts a helicopter for rescue. They are eventually taken to a Monarch outpost, where they are greeted by Tim and Duvall.[14]

Monarch's deputy director, Natalia Verdugo, is frustrated to discover that Shaw has kept Cate, Kentaro, and May uninformed about Hiroshi's activities in Alaska. Shaw criticizes Verdugo and Monarch for their ineffectiveness in proactively addressing future Titan threats. He points out their negligence during the Titans' battle in San Francisco, without any intervention or contingency plans in case the MUTOs succeeded in killing Godzilla. On Tim's advice, Monarch sets Cate, Kentaro, and May free so they could follow the trio's movements as they travel to the ruins of San Francisco to search Hiroshi Randa’s office. The group uncovers clues about Hiroshi's secret map plotting Titan movements toward Africa.[15]

Duvall breaks Shaw out of captivity, revealing her disillusionment with Monarch, which she joined after her sister died in the Janjira disaster. Together, they lead Cate, Kentaro, and May to the Algerian Sahara, where they encounter Hiroshi using a Titan lure. He warns them to escape before vanishing. Just then, Tim arrives with Monarch agents, but Godzilla, having been sleeping underground, suddenly surfaces, causing their helicopter to crash. While Shaw and Duvall express their intent to help Godzilla, Cate, Kentaro, and May choose to continue their search for Hiroshi. Tim emerges as the sole survivor from the helicopter crash.[16]

May is abducted at the Tindouf airport in Algeria by her former employer, Applied Experimental Technologies (AET), who offers her a choice: spy on Monarch or face prosecution. Meanwhile, Tim, Cate, and Kentaro create a false Titan alert to facilitate her rescue, but May opts to remain behind rather than betray Monarch. Cate persuades Verdugo to negotiate for May's release in exchange for insights into Shaw's plans, while Tim convinces him to take Monarch public to clarify the alert. Following their agreement, AET rebrands itself as Apex Cybernetics. Shaw and Duvall seize control of the Alaskan Monarch outpost and detonate a rift to the Hollow Earth, sealing it off.[17]

The team returns to the Kazakh power plant, now enclosed in a containment facility. Verdugo dispatches them to confront Shaw with a small team. Inside, Shaw reveals to Cate his plan to help Godzilla by isolating the Hollow Earth from the surface. As he places explosives around a rift, an adult Endoswarmer emerges, leading to a chaotic fall into the rift for May, Cate, Shaw, and the creature before it collapses. Monarch manages to rescue Kentaro and Tim, but Verdugo delivers the heartbreaking news of their losses to Kentaro. Inspired by his mother, Emiko, he pledges to continue the search. Meanwhile, Shaw and May find themselves in Axis Mundi, a realm between the surface and the Hollow Earth, as they look for Cate. Elsewhere, Cate is ambushed by a Brambleboar but is unexpectedly saved by an unaged Keiko, who reveals she has been trapped for decades. [18] Shaw sacrifices himself so the others can escape. Godzilla intervenes in a Titan battle with Ion Dragon, allowing their return to the surface in 2017. Upon their arrival, they realize they have jumped two years ahead and find themselves entangled with Apex Cybernetics on Skull Island.[19]

Titan X

After rescuing Keiko, Cate and May find themselves escaping from Axis Mundi. Kong launches an attack on the Apex Skull Island Research Station, prompting an evacuation to Monarch's Outpost 18, a large vessel nearby. In the aftermath, Deputy Director Verdugo discusses the situation with Tim, questioning Brenda about the actions that provoked Kong's aggression. Brenda claims their mission was solely to rescue Lee Shaw and others, while Verdugo expresses frustration. Tim explains that Kong, the rightful ruler of Skull Island, would only react if his territory was threatened, noting that Kong had been peaceful for two years until the Axis Mundi rift opened. Verdugo decides against a rescue attempt while Kong is hostile, but Cate, determined to help Shaw, convinces Kentaro, Hiroshi, and May to join her on a secret return to the island. They find a slumbering Kong and various smaller creatures before reaching the damaged research station.

Keiko spots several large crustaceans called Sea Scarabs in the surveillance footage of Kong's attack. She, Verdugo, and Tim return to rescue the others, but Cate refuses to leave and sends Shaw's old vehicle back down the tunnel to Axis Mundi. Shaw, having survived, finds the vehicle and makes his way to the surface, but the energy surge awakens a dormant Co-Cai and a swarm of Sea Scarabs. As the new Titan emerges from the Skull Island portal, one of Co-Cai's tentacles strikes Verdugo, sending her to her death. Kong arrives, investigates the Vile Vortex, and angrily destroys Hiroshi's device, sealing it. Fueled by rage, Kong chases after Co-Cai, while the humans board helicopters, watching from above as Kong fails to confront Co-Cai, which escapes into the ocean. Kong blames the humans for unleashing this mysterious threat.[20]

Shaw and Keiko recognize the new Titan as the survivors from the island arrive at Outpost 18, unaware that a Sea Scarab has secretly infiltrated their helicopter. Tim takes charge of Outpost 18 and begins tracking the Titan as it swims across the Pacific. Although he receives orders to detain Shaw, he chooses to delay action for now. Shaw argues that the Titan is being given too much freedom, but Tim insists they must wait for instructions from Washington. Shaw warns that if Co-Cai reaches land, it could lead to another G-Day, which he labels as Monarch's greatest failure. As the Titan approaches Indonesia and the Strait of Malacca, it poses a serious threat to many civilian vessels. Hiroshi tries to redirect the Titan with a sonar-projecting drone, but it is swiftly destroyed. Meanwhile, Cate, burdened by guilt over the Titan's rise, is attacked by the Sea Scarab. Kentaro and May come to her rescue, but the Sea Scarab emits a loud call that prompts the Titan to shift its path toward Outpost 18. To divert the Titan, Shaw uses a Zodiac to transport the Sea Scarab away from the ship and tosses it into the ocean, successfully leading the Titan away from the others.[21]

Outpost 18 arrives in Tokyo for engine repairs, prompting Cate to leave. Meanwhile, Hiroshi, Keiko, and Shaw devise a plan to redirect Co-Cai away from populated areas using a modified sonic lure. Their efforts are disrupted when Jason Trissop and an Apex team seize control of the outpost from Tim. Monarch's director, Reddick Barris, instructs Tim to detain Shaw and Keiko but allows them to join Hiroshi and Kentaro in their mission, while also convincing May to infiltrate Apex. Keiko learns about Hiroshi's two marriages. Back in San Francisco, Cate reconnects with Caroline, now married to James, but grapples with guilt and trauma after Co-Cai's public exposure. May takes a job with Brenda at Apex, where she uncovers the theft of Hiroshi's Titan lure.[22]

Co-Cai triggers another swarm of Sea Scarabs in American Samoa. At Outpost 18, Trissop and Tim spot Co-Cai on Apex's sonar, indicating its course toward San Francisco. Meanwhile, in Pensacola, Kentaro, Hiroshi, Keiko, and Shaw strategize to steal Hiroshi's Titan lure from Apex. As Trissop's team departs Outpost 18, Tim's team and the U.S. Pacific Fleet prepare to intercept Co-Cai, only to realize the signal was a whale. In Pensacola, the group infiltrates Apex's headquarters, uncovering evidence of creatures smuggled from Skull Island. Brenda reveals Apex's neural implant project designed to pacify Titans. Shaw and Kentaro create a diversion, allowing Hiroshi and Keiko to locate the dismantled lure and Bill's old files, which include a map of Co-Cai's migratory route, predicting its next stop at Santa Soledad. May chooses to remain with Apex while the others escape and reunite with Cate.[23]

Brenda, May, and Trissop lead an Apex team to Santa Soledad, pursued by Cate, Kentaro, Hiroshi, Keiko, and Shaw. Tim directs Outpost 18 to the same location, where they encounter Co-Cai. Shaw confronts May about the risks of pacifying Titans, suspecting Apex's ulterior motives. When Co-Cai arrives, it awakens the Sea Scarabs, injuring Shaw and captivating Cate, who approaches the water. The Apex team attempts to use a neural implant on Co-Cai, but it fails, resulting in the Titan destroying their camp before departing. Hiroshi is mortally wounded while saving Cate, apologizing for his past as he dies in Keiko's arms just as Tim and his team arrive.[24]

Hiroshi's funeral takes place, where Kentaro confronts Cate, blaming her for Hiroshi's death. Meanwhile, Shaw and Keiko reconnect with Dr. Suzuki, who reveals that Hiroshi assisted him in reconstructing his Titan lure, previously seized after the failure of Operation Hourglass. Shaw intends to use this lure to attract Godzilla, believing he can defeat Co-Cai. In Tokyo, May attempts to reconcile with Kentaro, but after an incident, Isabel Simmons, one of Walter Simmons' daughters, approaches him. As Keiko and Cate investigate, they uncover Cate's link to Co-Cai and speculate that it may be disoriented due to Apex's neural attack. Shaw and Suzuki test the lure at the Hollow Earth tunnel, where Shaw emerged in 1982, briefly opening it and allowing Shaw to pick up a distress signal he had sent while trapped in Axis Mundi in 1962. [25]

Due to the time-bending nature of Axis Mundi, Shaw connects with his younger self, who is ensnared in the same location. Concealing his identity, he convinces young Shaw to attach a tracking device to the dormant Co-Cai. When doubts arise, Shaw discloses his true identity and cautions his younger self against reaching out to Keiko. He then parts ways with Suzuki, bracing for a potential confrontation with Co-Cai, and follows the tracker to Australia, where Monarch also detects the signal. Meanwhile, Kentaro travels to Thailand to meet Isabel, who reveals her adoption by Walter Simmons and hints at a plan to use Axis Mundi to undo G-Day. Tim seeks May's assistance to analyze a Co-Cai sample, while Keiko and Cate, following Bill's notes, investigate a shrine. Cate uncovers a cavern system that amplifies Co-Cai's song, realizing it is calling for help.[26]

Cate and Keiko return to Monarch, persuading Director Barris to allow them to communicate with Co-Cai before the U.S. military launches an attack. Kentaro joins their mission but inadvertently reveals to May that he met with Isabel. With Tim's assistance, May confronts Brenda, who is in Monarch custody, to learn about Isabel's intentions. Cate's team faces Shaw, who has set a trap to lure Godzilla, while Cate argues that their goal is to redirect Co-Cai back to its migratory path. Cate approaches Co-Cai and discovers that the Titan is protecting an egg. When Godzilla arrives and battles Co-Cai, Kentaro signals Isabel's team, led by Trissop, who then steals the egg. During the chaos, Trissop is killed by Godzilla, forcing Cate and Kentaro to escape while Keiko and Shaw watch helplessly as Co-Cai plunges into the ocean with Godzilla in pursuit.[27]

Godzilla chases Titan X, who is frantically trying to reach a helicopter carrying her stolen egg. However, once Co-Cai retreats into Skull Island, Godzilla opts to abandon the pursuit. Meanwhile, Shaw and Keiko are looking to locate Billy's long-lost rift to Axis Mundi. Isabel Simmons keeps Kong occupied while revealing her seemingly altruistic plan to Cate: she intends to follow Titan X into Axis Mundi as a means to access the future. After escorting Cate away, Isabel confides in Kentaro about her true intention to have Titan X eliminate Kong. Her team successfully tranquilizes Titan X by luring her to her egg, while Tim, May, and Monarch soldiers track her using a device planted by young Shaw. Isabel's crew removes the tracker, slowing the team's progress until they receive a call from the escaped Cate. Shaw and Keiko part ways after encountering a tree-dwelling creature, and following Bill's maps, they discover several probes sent to Skull Island through global rifts. As Kong approaches, Isabel's team heightens Titan X's aggression with neural implants.[28] Tim's team secure Isabel's base and detain her staff, though Isobel and Kentaro escape. Tim and May open the base doors to allow Cate and Keiko inside as they were caught in the fighting between Kong and Titan X. Titan X managed to break the implants' control upon seeing her egg. Upon retrieving it and show it to Kong, he ceased aggression against her. With Titan X disoriented, Cate, Keiko, May and Shaw lure her back to the rift where she returned to Axis Mundi.[29]

Six weeks following the Skull Island incident, Director Barris set up a new team composed of Cate, Keiko, May and Tim to track down Kentaro and Isabel, who were still intent on accessing Axis Mundi.[29]

Monarch discontinues their partnership with Apex Cybernetics.[30]

The Mass Awakening

Five years after the San Francisco attack, the U.S. government threatened to shut down Monarch and transfer control of the Titans to the military amid rising public outcry for their destruction. During a Senate hearing, Monarch representatives Dr. Ishirō Serizawa and Vivienne Graham argued for coexistence with the Titans, while the government pushed for their elimination. However, Monarch learned that Dr. Emma Russell and her daughter Madison had been kidnapped from Outpost 61 in China, along with Emma's sonar device, the ORCA. They sought the assistance of Dr. Mark Russell, Emma's ex-husband, and took him to their underwater base, Castle Bravo, in Bermuda. From there, they monitored Godzilla and discovered that the eco-terrorist group led by former British Army Colonel Alan Jonah had taken Emma and Madison. The team tracked Godzilla to Outpost 32 in Antarctica, where Jonah planned to unleash a three-headed Titan known as "Monster Zero." Emma used the ORCA to awaken Monster Zero, leading to a fierce battle with Godzilla that resulted in the deaths of Vivienne Graham and several Monarch team members before Monster Zero took flight.

Emma contacted the Monarch team aboard the USS Argo, disclosing her collaboration with Jonah to awaken the Titans, whom she believes can help "restore balance" to the world. While she argues that the Titans' radiation could revitalize damaged ecosystems, the U.S. government aims to eradicate them. Undeterred by her ex-husband and the team's horror and accusations of recklessness, Emma resolves to reawaken the "Fire Demon" Rodan at Outpost 56, drawing him toward Monster Zero. In a brutal clash, Monster Zero overpowers Rodan and targets the USS Argo, but Godzilla intervenes, severing one of Monster Zero's heads. Amid the chaos, the military deploys a prototype weapon, the "Oxygen Destroyer," seemingly killing Godzilla but failing to affect Monster Zero, which regenerates its head and awakens other dormant Titans globally. Rodan and the other Titans submit to Monster Zero's rule, leaving Madison horrified and disillusioned, ultimately disowning Emma.

Onboard the Argo, Dr. Ilene Chen uncovers ancient records revealing that Monster Zero is called King Ghidorah, a destructive alien intent on terraforming Earth to his own liking. Admiral William Stenz discusses the escalating crisis with Monarch, noting that Titans are causing chaos in cities worldwide and that previous nuclear bait strategies have failed. Mark clarifies that the Titans are displaying pack behavior, with King Ghidorah as the Alpha Titan. A fully transformed Mothra arrives at Monarch's Bermuda base, leading to sonar analysis that confirms Godzilla is still alive. Serizawa, Rick Stanton, Chen, and Mark set out on the submarine USS Scorpion to find Godzilla, while the Argo engages in combat against Ghidorah and Rodan in Washington, D.C.

Madison, having overheard her mother and Jonah discussing the use of the ORCA to attract Ghidorah and the Titans to Boston, takes action by stealing the device. Guided by Mothra, the Scorpion submarine ventures into the Hollow Earth, revealing an ancient civilization that once coexisted with Godzilla and the Titans. Ishirō Serizawa sacrifices himself by detonating a nuclear warhead near Godzilla, accelerating his revival and enhancing his power, despite the destruction of his lair. As Ghidorah senses the ORCA and heads to Boston, Mark and the team regroup with Monarch aboard the Argo, which is accompanying Godzilla as he arrives at Boston for a decisive battle with King Ghidorah. Mark leads on a mission to rescue Madison while realizing that Godzilla's radiation levels are rising dangerously, risking a thermonuclear explosion. The Russells reunite and reactivate the ORCA to distract Ghidorah, giving Godzilla the chance to recover. Emma stays behind with the ORCA, sacrificing herself to allow her family and the Monarch team to escape. Empowered by Mothra, Godzilla unleashes devastating nuclear pulses, obliterating Ghidorah and incinerating its remaining head with his atomic breath, Rodan and other Titans gather around Godzilla, acknowledging him as their new alpha.

In the aftermath of the battle, the Titans have become docile under Godzilla's reign, aiding in the restoration of the world's ecosystems. Humanity begins to uncover ancient secrets about the Titans, including a cave painting depicting a member of Kong's species battling Godzilla.

Hollow Earth expedition

Following Godzilla's victory over King Ghidorah and established himself as the new Alpha Titan, the other Titans returned to their natural habitats. Kong was placed under Monarch's observation in a massive dome facility replicate his natural habitat on Skull Island, which has become increasingly unstable due to one of Ghidorah's storms. When Godzilla suddenly attacked an Apex Cybernetics facility in Pensacola, humanity believes he has gone rogue. As Monarch investigates the reasons behind Godzilla's aggression, Apex CEO Walter Simmons recruited former Monarch scientist Nathan Lind, a Hollow Earth theorist, to lead a joint expedition into the Hollow Earth to locate a powerful energy source for a weapon to confront Godzilla. Lind convinced Kong expert Ilene Andrews to let Kong guide them to an entrance in Antarctica. Although she was initially hesitant, worried that Godzilla might pursue Kong, she eventually agreed. On their way to Antarctica, the fleet transporting Kong was ambushed by Godzilla, who nearly killed him before the crew managed to power down and deter the monster. Kong was then airlifted to the Hollow Earth entrance, with the team following him into the tunnel using Apex's Hollow Earth Aerial Vehicles (HEAVs).

Meanwhile, Madison Russell was trying to convince her father, the current the Director of Monarch, that Godzilla had a valid reason for attacking Pensacola. Alongside her friend Josh Valentine and Titan conspiracy podcast host Bernie Hayes, she set out to investigate Apex's operations, seeking the truth behind Godzilla's behavior. The trio decided to sneak into the ruined facility, where they inadvertently became trapped in a hyperloop transport that took them to Apex's headquarters in Hong Kong. There, they uncovered Apex's ultimate weapon, Mechagodzilla, a giant robot modeled after Godzilla, which was being controlled telepathically by Ren Serizawa, the son of the late Ishirō Serizawa, using neural links from Ghidorah's severed head. Walter intends to harness the Hollow Earth's energy needed to power the robot and bring an end to the Titans' dominance.

Inside the Hollow Earth, Kong and the expedition team discover an ecosystem similar to Skull Island. They stumble upon a massive temple, the ancestral throne room of Kong's species, and uncover remnants of an ancient conflict with Godzilla's kind, along with a glowing axe crafted from Godzilla's dorsal plate. Despite Andrews' protests, the Apex team transmits their findings back to their Hong Kong base. Godzilla, drawn by the activation of Mechagodzilla, arrives in Hong Kong and, sensing Kong's presence, blasts a hole through the earth with his atomic breath. Armed with his axe, Kong, along with Andrews, Jia, and Lind, made his way to Hong Kong and faces Godzilla once more, while Walter disregards Serizawa's warnings and uses Hollow Earth energy to power Mechagodzilla. Madison, Josh, and Bernie are apprehended by security and brought before Walter, who orders Ren to activate Mechagodzilla. However, the consciousness of Ghidorah possesses the mecha, Mechagodzilla kills Walter, electrocutes Ren and wreak havoc in Hong Kong. After Godzilla and Kong join forces to defeat the rogue robot, Madison reunites with her father and witnesses a moment of mutual recognition between Godzilla and Kong before they part ways. Later, Monarch establishes an observation post in Hollow Earth, where Kong finds peace in his new home.

Mysterious distress signal

Three years after the defeat of Mechagodzilla, Ilene Andrews, now leading Kong research at Monarch, discloses that the organization has only 5% of the Hollow Earth has been mapped. Monarch has established Outpost 1 in the Hollow Earth, to keep track of Kong's movements as he searches for others of his species, Godzilla continues to maintain order between humanity and the Titans, recently eliminating the Titan Scylla for attacking Rome and resting in the Colosseum. Outpost 1 has recently detected an unidentified signal from unexplored regions. While surface researchers are unsure what to make of the signal, Jia, Ilene's adoptive daughter, begins experiencing unsettling hallucinations. Meanwhile, Godzilla, sensing a disturbance, leaves Rome to attack a nuclear plant in France for radiation before heading to the Arctic to confront the Titan Tiamat. Monarch suspects that Godzilla is preparing for an impending threat. Bernie Hayes has shared his insights with Ilene, noting that this signal has been recorded during significant events, such as the discovery of Skull Island and King Ghidorah's awakening. He posits that Godzilla perceives the signal as a distress call. In response, Director Hampton has authorized Ilene, Bernie, and Trapper to lead an expedition into the Hollow Earth to trace the signal's source. Ilene emphasizes the urgency of the mission, as the U.S. Government attempts to use evidence against Monarch to take control over Hollow Earth operations. The expedition team prepares to follow Kong into the depths of the Hollow Earth.

While Kong explored the uncharted depths of the Hollow Earth, the expedition team discovered the remnants of Monarch Outpost 1. Following a signal, they encountered an overgrown Iwi temple adorned with a mural of Mothra, which led them to the Iwi village of Malenka, protected by an organic wall. There, they met a telepathic Iwi tribe living beneath several portals to the surface. An Iwi priestess guided them to a pyramid housing a massive pink crystal, the source of the signal they had been tracking—a plea for help from the Iwi. Andrews deciphered hieroglyphics revealing a history of humans coexisting with Titans who safeguarded nature and giant apes that protected humanity. One such ape, the tyrannical Skar King, sought to conquer the surface and led his tribe into conflict with Godzilla. Although Godzilla narrowly escaped defeat, he imprisoned the apes in a fiery realm, where their leader plotted revenge. The prophecy hinted that Jia could awaken Mothra. Meanwhile, Kong confronted the Skar King, who summoned his enslaved Titan, Shimo, to attack. Shimo's icy breath severely injured Kong, who managed to flee but lost his axe. Sensing Jia's presence, he reached Malenka, where Trapper equipped him with a prototype exoskeletal gauntlet to enhance his strength and heal his frostbite. Unbeknownst to them, a follower of the Skar King had trailed Kong, reporting Malenka's location back to his leader, who then prepared to conquer the surface.

Knowing they couldn't reach Monarch on the surface in time, Jia successfully revives the reborn Mothra. Kong heads to the surface to recruit Godzilla, who had been gathering cosmic radiation from Tiamat's lair in preparation for the Skar King's return. A fierce battle breaks out as Godzilla, Kong, Mothra, and Suko confront the Skar King's forces. After vanquishing the Skar King, Godzilla heads back to Rome to rest, while Mothra restores the protective barrier around the Iwi's home and the portals. Kong, accompanied by Suko and Shimo, visits the Skar King's cave to announce their liberation, earning the admiration of the apes who accept him as their new leader.

Timeline

Beginning on June 21, 2017, social media pages for Skull Island began to post weekly videos detailing Monarch's timeline of events from the years 1915 to 2016. While certain timeline events have been named, the full descriptions of said events have not been revealed as of yet.

1915 - Splitting the Atom

Albert Einstein's general theory of relativity ultimately leads to the splitting of the atom and the dawn of the Atomic Age. This epoch-defining stage in human evolution will act as a beacon that awakens ancient superspecies sustained by nuclear energy.[31]

1943 - The U.S.S. Lawton Incident

In 1943, William Randa was serving on the U.S.S. Lawton when the ship came under attack by an Ion Dragon. The destruction it brought sunk the ship and left Randa the sole survivor. Haunted by the memory of that day, Randa came to believe that such creatures have no conscience and determined to destroy them, went on to become one of Monarch's foremost operatives, searching for the truth behind the ancient creatures that exist beneath the surface of the world.

1946 - Monarch Founded

In the aftermath and cover-up of the U.S.S. Lawton Incident, President Truman unofficially establishes "Monarch Unit", a small, off-book research team established to engage in the systematic study of "massive unidentified terrestrial organisms". Privately, many of Truman's allies question the validity of the group's theories and work to keep their existence a secret.

1952 - The Great Smog of London

Baffling meteorologists and defying atmospheric physicists, this unexplained phenomenon saw London's streets overwhelmed by huge clouds of air-polluting smoke. Monarch theorizes that the beating wings of a giant creature could have created an anticyclone that unleashed airborne pollutants across the city.

1954 - Monarch Goes Global

1959 - Siberian Mystery

At the height of the Cold War, aerial photography taken from a Russian spy plane reveals a huge containment facility established around an ice cap in Siberia. The Monarch symbol can be seen emblazoned across the canopy of the structure.

1973 - Mission: Skull

Monarch surreptitiously partners with Landsat and the 1st Aviation Brigade, 3rd Assault Helicopter company to mount an expedition to the mythical "Skull Island" in an uncharted corner of the South Pacific. Encountering the god-like superspecies known as Kong, they soon discover that mankind does not belong here.[32]

1991 - Isla de Mara

A covert Monarch team establishes a quarantine zone around the island's dormant volcano, under the guise of "environmental research". Over the coming years, what began as a small scientific outpost will expand to become a full containment facility around the mouth of the volcano.[33]

1995 - Return to Skull Island

Monarch security officer Aaron Brooks defies his father, Houston Brooks, and leads an off-the-books mission to Skull Island, to not only determine what has become of Kong since the 1973 expedition, but also for assurance that Kong is on their side.

1999 - Janjira Meltdown

After hatching from a spore in Dagon's fossilized skeleton in the Philippines, the male MUTO traveled to the nearest nuclear site, the Janjira Nuclear Power Plant, thus killing Sandra Brody, and a few other staff members who were with her. The Janjira Power Plant collapsed, having the city around it evacuated and quarantined for safety purposes. Dr. Serizawa and his assistant, Dr. Graham, returned to the site fifteen years later to place an outpost, so they can study the MUTO's cocoon.

2005 - A Mysterious Mercenary

Former British Army Colonel and MI-6 agent Alan Jonah is locked up in Pakistani prison after an encounter with Monarch agents. Alan and his band of mercenary accomplices were caught trying to breach the walls of a subterranean M.U.T.O. dig-site.

2009 - Temple of the Moth

Mythographic studies of Chinese temples lead Monarch to the high-altitude jungles of the Yunnan province. Dr. Emma Russell and her team follow a mysterious bio-acoustic signature to a previously undiscovered megalithic temple, within which lies a gigantic cocoon. A quickening heartbeat is detected inside.

2012 - Message in a Bottle

Days before retirement, Monarch veteran Houston Brooks receives an encrypted recorder bearing a message from his son. His unauthorized mission to Skull Island has resulted in the death of the whole crew (except himself) and revealed dramatic new information about Kong's origins, his role on the island and how Skull Island had evolved since his dad's "visit".

2014 - The Battle of San Francisco

The existence of giant superspecies is revealed to the world as Godzilla clashes with two MUTOs in the center of San Francisco, unleashing devastation upon the urban center. The world watches as Godzilla defends our world and restores balance to the natural order. The time has come for Monarch to step out of the shadows.

2016 - Monster Zero

When Monarch discovers an extraordinary superspecies sealed beneath the Antarctic ice sheet, Dr. Vivienne Graham leads the effort to build a covert containment and research facility around the dormant creature. Her classified field notes contain a mysterious footnote: "The devil has three heads".[34]

Known members


Notable paraphernalia

While much of Monarch's paraphernalia is relatively unknown, it is known that Aaron Brooks used a special recorder that featured military-grade bubble memory (which kept the files intact) and password protection.

It is shown to be capable of being plugged into a computer through a cable similar in size to an audio cable (for unlocking the password), and like most military paraphernalia, the recorder also features a serial number related to the owner in question. The audio speaker is located on the back of the recorder, and it appears to feature dual microphones on top. It is also capable of producing a mayday signal.

The password can be selected by the owners as well, in the case of Aaron's, the password is "Gjallarhorn" (due to his father, Houston, reading him Norse mythology as a child, and it became a shared password between father and son).

Monarch also uses Kevlar "float bags" (most notably, Aaron used one to send his recorder out to sea akin to a "message in a bottle"). While the purpose of said bags is not spoken by the workers, writing on the bag shows that the primary purpose is to contain (and aid in the disposal of) extremely hazardous materials.

As stated by Aaron Brooks, Monarch has its field manual. Additionally, as seen in Godzilla, they have hazmat suits and Geiger counters for highly-irradiated environments.

Military

During the 1990's, the Monarch Field Manual stated that "If you must resort to weaponry, in all likelihood, you've already made a mistake." which implies that Monarch personnel were initially encouraged to approach and resolve situations with a cautious and non-lethal solution. Indeed, during the organization's early years, Monarch relied entirely on the armed forces of major nations to assist in its operations, primarily the U.S. Military.

As of the events King of the Monsters in the year 2019, Monarch is seen to have been heavily militarized with several different service branches akin to a conventional military. Its Air Force was comprised of numerous Bell Boeing V-22 Ospreys, Lockheed Martin F-35 Lightning II fighter jets, and most notably the organization's mobile headquarters, the USS Argo. Pilot Audrey Burns was part of a squadron of experimental fighter jets designed to combat Titans. In terms of ground forces, a special forces group dubbed "G-Team" was created for battles involving the Titans, with many of its members being pulled from the ranks of the United States Military.

By 2024, Monarch is seen to command a modest naval fleet comprised of numerous cruisers, destroyers, at least one aircraft carrier, one modified cargo freighter, and at least one battleship. Because battleships have been phased out of most of the world's modern-day naval forces by the end of the 20th century, this implies that Monarch purchases decommissioned warships.

There is a point that looks close to Hoboken, New Jersey, where Queen MUTO was hibernating and later awoke. One of the only confirmations of Titanus Na Kika’s outpost outside the novelization also seems to be shown.

Bunkers

In Godzilla: King of the Monsters, it's revealed that Monarch established bunkers around the world to shelter humanity if Titans should pose a serious threat to the planet.

Non-canon

Godzilla: Awakening

Monarch was founded in secrecy in 1946[40] as a joint coalition between several governments in order to hunt and study massive unidentified terrestrial organisms (MUTOs). The first such creature Monarch studied was Shinomura, a deadly hive-minded radioactive creature composed of many smaller composite lifeforms.

One of Monarch's operatives, Eiji Serizawa, also was intrigued by eyewitness accounts of a "giant lizard that walked like a man" that seemed to be chasing Shinomura throughout the islands. Serizawa called this creature "Gojira", after Pacific Island legends describing him. In 1954, Monarch cooperated with the United States military to lure Godzilla and Shinomura to Bikini Atoll, where both were thought to be killed by the Castle Bravo nuclear bomb "test". Shinomura was confirmed to be destroyed by the bomb's blast. Godzilla, however, managed to survive.

Decades later, in 1981, Eiji told his son Ishiro about his experiences and belief that Godzilla was still alive somewhere. After Ishiro's father died, he was approached by Shaw, a representative of Monarch and his father's colleague, who offered him the opportunity to join the organization and continue his father's work. Ishiro Serizawa readily agreed and became a member of Monarch.

It is revealed that Monarch has possessed a museum with several MUTO exhibitions since 1940.
